No Lakeland is not considered South FL. Lakeland is considered to be in Central Florida although it is not hard to see why that is confusing. Most Floridians consider anything south of Lake Okeechobee to be found in South FL. Namely Martin County FL southward.
Lakeland FL is between Orlando FL and Tampa FL on Interstate-4. It is closest to Tampa and about halfway between Tampa and Walt Disney World.
